The article examines some theoretico-methodological problems related to the basing of choice of strategic development vector by Russia which is adequate for the contemporary conditions. It considers also the possibilities of systemic approach to the analysis of interactions of Russia with outside social environment. The author reveals the evolution of informational aggression of the West against Russia and its different aspects.

The paper presents an analysis of the Perm kray involvement in modernization processes. The tool of Central Institute of Modernization of the China Academy of Sciences was employed to measure the involvement, which had been adapted to match the specifics of Russian statistics by the Centre for Socio-Cultural Change Studies of the Russian Academy of Sciences, within the framework of the Programme «Socio-Cultural Portraits of Regions of Russia». The article presents an analysis of trends in social processes in the innovation sphere of Russia. It discusses the relationship of innovation and modernization processes in today's changing world and paradoxes that occur when reference the concept of innovation development and the efforts of modernization is done. The authors analyze the problem of the contradictory social impact of the introduction of «new technologies in wide use» and justify the conclusion that it is necessary to intensify humanitarian research of innovation and modernization processes.

The article discusses the non-western models of innovative development and studies its basic principles and motives. The paper attempts to divide the Third World countries into types according to their adherence to a certain version of the modernization project. It should be emphasized that in most cases the non-western model implies an active state participation in reforming the economy, as well as authoritarian or limited democratic politics and reliance on traditional political and cultural priorities.

Hessen's philosophical refections were based on the faith in spiritual cultural values, in the realisation of pedagogy, law, state, and ethics ideals. In author's opinion, S.I. Hessen came to the original ethical personalism and he proclaimed the path to «new humanism», which based on the concept of concrete person and spiritual values.
