Abstract
In the frst part of the article, to ensure the correct interpretation of his position by the readers of the journal «Philosophy, Science, and Humanities», the author introduces the conceptual apparatus, which a) defnes the modernisation and its basic types, and b) separates the terms «education policy» and «policy in the feld of education», «science policy» and «policy in the feld of science». In the second part, the author considers about human potential and its constituents, as well as human development rankings, prepared by experts of the UN. The analysis of these data allows to conclude that in modern Russia education policy remains a key to improving human potential and its transformation in human capital.

Abstract
The article examines the main trends of development of the Omsk Institute (branch) RGTEU as scientifc and educational center. Despite its regional location the institution implements modern humanitarian training technologies of a universal character. They help to prepare specialists who can perform a wider range of activities. The article proves the specifc direction of the institution which is social science studies, the philosophy of the various spheres of life (economic, political, moral, ethical, cultural).

Abstract
Globalization and other global processes start to cause the transformation of the world of education. Along with the globalization of education, there is a tendency of flling the global objective of the feld of education content. Global transformations in education should promote those forms of social development, which most will implement an effective strategy for the survival of humanity and the biosphere preservation. Evolution models of global education has already begun with the transformation of modern education in education for sustainable development, then the expected emergence of noosphere education, and eventually open up opportunities for a «globally-evolution» of education.
