Abstract
The article is devoted to one of the most pressing and controversial issues. The author concludes that quasi-liberal model of the socio-economic development of Russia (commonly called Kudrinomics) is inefficient. The main components of a new economic model are proposed: neoindustrialization, reduction of social inequality, including the reduction through progressive taxation of non-invested profits of the wealthiest citizens; investment in human capital, especially in education. The article reveals the dynamics of the development of human capital in Russia and its main components. It emphasizes the key role of education in human development and of new educational policy in forming of the new Russian model of social and economic development.

The article considers the immanent critical ideas and theories of dialogs (M. Gasparov, Yu. Lotman) as well as the special literature of the last decades(N. Avtonomova, V. Makhlin). It also critically considers a praxis of the contemporary talk-shows with the participation of ideologically oriented experts.

Abstract
The article describes the way to possible reconstruction of the First World War image by Russian religious philosopher S.L. Frank. The author proposes to apply not only for Frank’s war period articles but also for his works of 20-40-ies of 20th century in order to get entire idea of the Great War that Frank had. Special emphasis was laid to Frank’s polemics with neo-Slavophiles (V.F. Ern, S.N. Bulgakov) and related to discussion on the way of justifying the war. Frank stated to justify the war only in the sphere of morality as he believed that such large -scaled armed conflict might be acquitted only as a battle for high religious and moral principles. War is undesirable but necessary and nation ought to fight for its country. This point of view was based not merely on a specific perspective of war interpretation but also on typical for Frank metaphysics of universalism that was used for political sphere description. Every person should work hard in order to protect human morality and the laws of Christ. And Russia’s defeat was explained within the framework of this logic as Russia in Frank’s opinion was unable to remain committed to the truth and justice.

Abstract
The substantial problem of Hannah Arendt’s “Eichmann in Jerusalem: a Report on the Banality of Evil” lies in two controversial depictions of its main character, Adolph Eichmann. For the most part he looks like a mindless opportunist, whose servility results in death of millions. But Arendt’s portrayal of Eichmann significantly changes in view of his death sentence and execution. This alteration can be explained using the main idea of Ernst Kantorowicz’s “The King’s Two Bodies”: being a part of political body imposes internal changes on a person, and these changes become even more drastic during attempts to separate him from this body.

Abstract
The article is devoted to the problem of the foundation and the character of the unity that determines the very existence of consciousness and forms the structure of conscious experience. As a result of the analysis of several solutions to the problem that were proposed by phenomenology and transcendental philosophy, the author reveals their common basis. It consists in the positing of two fundamental characteristics of consciousness - temporality (consciousness initially presents itself in the form of a stream) and substantiality (there is something persistent that serves as a background of temporal changes). As the study shows, these characteristics become the grounds of Hume’s labyrinth, play the key role in Kant’s apriorism, in Husserlian and contemporary phenomenology and also in post-structuralism. However, the premise about the fundamental character of temporality leads to a distorted understanding of causality. Since new contents are delivered and ordered by the temporary flow, there is no need to ask about the causes of new contents of consciousness. The primacy of temporality over causality entails the abyss between the mental and the physical world and leads to impossibility to explain the unity of consciousness. The study overcoming the primacy of temporality allows us to explain the existence of temporality and causal relationship as growing from a single root - the way of cognition (not only conscious but also pre-conscious) of the world by the subject.

Abstract
The authors review meeting of the Scientific Council of the Institute of Sociology of the Russian Academy of Sciences, on which a debate was held on the new monograph of the Center for the Study of Social and Cultural Changes in the Institute of Philosophy, Russian Academy of Sciences «Atlas of modernization of Russia and its regions: socioeconomic and sociocultural trends and challenges» (compiler of the collection, editor N. Lapin, 2016). Monograph summarizes the comparative regional studies in almost 30 regions of Russia. The book sums up the results of long-term researches of a group of Russian scientists, representatives of academic science and higher education institutions of Russia.

Abstract
The article is devoted to the life quality evaluation problem in the aspect of region. The article considers dichotomy in objective and subjective approaches in the context of thematic fronting and life quality evaluation. The work emphasizes the relevance of subjective approach for the research. Modernization processes, which help to define “quality of life”, are also very important. It is possible to estimate a social institute contribution to the modernization through the life quality improvement. Using the four component method of life quality measuring, we made a comparative analysis, which shows quality of life in Tomsk region in comparison with general results. The empirical base for the study is a survey in the program “Social and cultural portrait of the Russian region” in the frame of the project “Social and cultural new modernization factors in Russia”. Four key points are considered: life quality evaluation, the nearest social area evaluation, ecology evaluation and social feeling evaluation. It is found, that people are not satisfied with their life quality, although Tomsk region has a high level of education and it is one of the most urbanized regions in Russia. There is a statement (hypothesis) about the higher criticality level and the higher “comparative standard”, which cause the low life evaluation (lower than in Russia averagely): social environment quality, social well-being and social institutes; although the Tomsk region is considered as one of the urbanized regions with the high education level and the high human capital assets quality.

Abstract
The article deals with the formation and direction of development of modern environmental philosophy. It shows that the expansion of environmental subject matter in the second half of the 20th century caused the emergence of social ecology, human ecology, ecology of culture and other areas of environmental directions, promoted awareness of universality of laws of the relationship of the object and its environment, regardless of their constituent substrates. The study of these laws and their reflexive assessment formed the basis for the formation of the modern environmental philosophy. Environmental philosophy today is un area of philosophical research, which studies the philosophical foundations of socio-natural interactions. It contributes to the new civilizational problems of modern culture. Its development is linked to the need to rethink traditional views and attitudes. In ontological terms it draws attention to the analysis of the various explanatory diagrams of the structure of the world, their ordering and classification. Methodology of environmental philosophy promotes awareness of how new modern methodological constructs lead to innovative outputs beyond the existing standards. Philosophy of ecology professes new values and preferences, oriented to the idea of cooperation, mutual cooperation. Environmental philosophy requires the development and implementation of a new system of education and training, based on a holistic view of the synthetic natural world and the human world in their unity and interdependence of the indissoluble connection between man and nature. Environmental philosophy shows that alternativeness of proposed scenarios of environmental future of humanity must be overcome on the way of formation of a single synthetic presentation on the environmental future of mankind within the humanistic culture.

Abstract
The article examines the development of understanding of the nature and content of the global anthropogenic environmental crisis as an example of the process of formation of VI. Vernadsky’s scientific and philosophical theory of understanding the evolution of complex systems, further developed in the contemporary natural and social Sciences. The author sees the essence of the ecological crisis in the change of the parameters of the fundamental constants of nutrient a particular ecosystem, which means the change of living conditions of the correlated communities of living organisms. This definition of the essence of the ecological crisis is lawful for both endogenous and anthropogenic environmental crises for the local ecosystems and the planetary ecosystem, the biosphere. The basis for verification of such understanding of ecological crisis, as every other, is a modern global anthropogenic environmental crisis, that is the expression of the Mature forms of the crisis of extremely complex system “nature - society”.

Abstract
The paper analyzes trends and positive changes among young people, factors influencing the development of environmental consciousness of today’s youth. Environmental initiatives of young people, environmental volunteering, spontaneous ecological movements are considered from the point of modern socio-humanitarian researches and problems of changing values in a globalizing world. Dynamics of value orientations of young people in recent years demonstrates the beginning of a humanistic bases search of its existence, in contrast to the consumer outlook. Over the last five years there have been tendencies showing the popularity of the youth environmental movement and the development of environmental volunteering. A study of the causes, social prerequisites and psychological mechanisms of this phenomenon requires philosophical reflection and careful consideration of the philosophical bases. The understanding of the motivating factors of the development of ecological and practical activities of young people can contribute to its further promotion and development. Socially significant practical activity of young people is one of the main factors of forming of youth civil position and changes of social climate in Russia.
